Learning - View Content does not launch

Hello,
We are currently experiencing the following scenario:

1 Course → 1 Offering → 2 Activities (SCORMs)
Both activities are required, but learners can access them at any time (no sequencing is enforced).

Once the employee completes the course and tries to review the content, the review only works for Activity 1. Even if we change the order of the activities, the review feature only works for whichever activity is set as Activity 1.
For Activity 2, when clicking the button, the player does not open.
Both SCORMs are configured with 1 attempt.
Could you please confirm if this behavior is expected?
