Licenses and Certificates section showing options directly instead of List of Values

We have created Person Profile Types as "Licenses and Certificates" with field type as Item Value Set and its display by default is summary.

Value Set has also been created and attached to the same as shown in below screenshot.

After this setup, We are expecting this to get reflected on the Career Site as a List of values under the drop down only however, all the values are populating individually on the career site under Licenses section as show in below screenshot.

Please suggest if this is an updated version of the section appearance on the career site or we need to make some changes to bring the list under drop-down or LOV.
