Job Requisition Security Profile - Access not restricted based on Organization Security

Hi team,
we need to configure Job Requisition visibility for an HR Manager (NO HIRING MANAGER!!!) based on the Organization field of the Job Requisition.

EXPECTED BEHAVIOR:
User with AOR (Responsibility Type: Recruiting, Top Organization: ****, YYY Org Tree) and Job Requisition Security Profile configured with "Secure by Area of Responsibility + Secure by Organization" should be able to see all Job Requisitions where Organization = ****, regardless of hiring team membership.

ACTUAL BEHAVIOR:
The user only sees Job Requisitions they are a member of the Hiring Team.
JRs where Organization = **** but user is NOT in the Hiring Team are not visible.
