Redwood Promote & Change Position - No Vacant FTE

Summary:

I am testing the Promote & Change Position Redwood transaction, and we are running into an error as a line manager that indicates "No Vacant FTE for this position"

Since this is Promote and Request a Position Change transaction in one, I would expect not to receive this error as I don't when updating separately. Is there a reason I keep receiving this error?

Position Details: I increased the Working hours from 36 to 40 which still falls within the 1 FTE/1 Headcount
