PriceListsApprovalTask creates BPM task but approval group members didn't receive notification

BUSINESS IMPACT:
High — Price Lists cannot go through the required approval process. All submitted price lists remain in Pending Approval status indefinitely with no approver able to action them.

ISSUE DESCRIPTION:
We have configured the PriceListsApprovalTask in BPM Worklist following Oracle documentation (Doc ID: F38325). The approval task is being created and appears in Administrative Tasks. However, the Approval Group is not resolving to individual assignees at runtime.
SPECIFIC SYMPTOMS:
- BPM task is created — Only Submitted Notification is triggered. Approval Notification is not triggered
- Task appears under Administrative Tasks — NOT under approver's My Tasks
