Not able to assign Core Skill in Team Skill Center

Summary:

I am not able to assign Core Skill to a Person or anyone when I log in through Line Manager. Line manager has been given the role ORA_HRT_VIEW_TEAM_SKILLS_AS_MANAGER and has access to Team Skills Center
