Remove zero FCCS_OpeningBalance

Would like to remove zero from FCCS_OpeningBalance

Oracle recently provided guidance on writing rules to round or truncate near-zero values to zero and subsequently clear those zero values, set to #Missing. This seems well and good toward data-writable intersections but does not address FCCS_OpeningBalance. For example, I have an entity that has 134 near-zero intersections and 520 zero intersections, all in FCCS_Opening Balance. These intersection counts were obtained from exporting that data. Entity inspected was originally a flat-file load GL, could be data sins of the past giving my present condition.
