How to configure job level approvals for decreasing order

I have 3 users defined. User1 with Job6 and job level 6, User2 with Job5 and job level 5 and User3 with job4 and job level4 (Decreasing order). My requirement is when a requester at level 7 creates a requisition and submit for approval, so for less than 100 dollars, it should go to User1. For amount between 100 and 1000 it should go to first User1 and then User2. And anything beyond 100, it should go to User1, User2 and then User3.

I tried to define it like this but it is only assigning it to User1 and not beyond user1 for any requisition amount.
