why are users not able to see all deliver to locations?

We have some users that when updating their preferences all the deliver to locations associated with the department are not available to select.

Some users are able to view all deliver-to-locations while others aren't. Both sets of users are set up in the seeded procurement requester role with the same business unit that should include all sites.
