Merging 2 person records in HCM

Summary:

We have instances where we have non workers (students nurses), who get hired as an intern, then get put back to the non-worker status. Our IMS is our master for non workers, so there are times we can get 3 different ids for that one student. We need to be able to merge them, so that the learning and such all stay with the student.
