User account is locking since IAM upgrade is there anything related to environments being connected?

Summary:

We have a user account locking in both non-prod and now Prod since we upgraded. It seems to be related to things occurring in other environments.  For example, an account is associated with a VB studio pipeline in Test and when it runs the account locks. 

Could there be anything related to environments being connected post identity upgrade causing the user accounts to lock?
