Network Connection Issue

Inbound TCP dropped on every port except 22 and 5901 — packets never even reach the VM (tcpdump confirmed). Out of ideas.

Hi everyone. I've been banging my head against this for a few days now and I'm hoping someone here has seen it before, because as far as I can tell my config is textbook-correct and it still doesn't work.

Quick setup: I've got a VM.Standard.E5.Flex (AMD EPYC, 6 OCPU, ~70GB RAM) running Ubuntu 24.04 in sa-vinhedo-1. Public IP is 204.216.170.102, private is 10.0.182.228 on enp0s5. Single VCN, one public subnet, one primary VNIC, no NSG anywhere. I'm hosting a self-hosted Supabase stack plus a small React app behind Nginx, and I just want it reachable over HTTP from the outside.
