Can the Job Offer follow a candidates location instead of the hierarchy?

We would like the location to be defaulted based on the location the candidate has rather than what is on the job requisition/what the manager has.

Our recruiters and hiring managers have run into situations when the wrong legal employer is attached due to the manager, so we'd like to prevent this in the future to make the on-boarding process smoother for all parties involved.

Is this possible currently or would I need to open an idea lab post for an autocomplete?
