obtain changed email addresses for candidates (contacts API)

Summary: I am seeking the best approach for obtaining candidate email address updates via API to share with downstream systems.

For workers/pending workers, we can use ATOM feed, but since it does not exist for recruiting data.

The candidate object is not updated when the email is changed, so I cannot use that.

There is no last modified date on HCM contacts API.

Any creative options?
