Contingent HR not able to convert the pending worker

Hi,

Currently we're facing the issue that, if the person hired as an employee can able to convert the pending worker, whereas the contingent HR not able to convert the pending worker.

Does that the person hired as an contingent worker is not allowed to convert the pending worker?
