We are implementing Oracle Cloud Order Management and migrating a flat Drop Ship Fee ($6 per order) from EBS. Looking for best practice guidance on modeling this in Oracle Cloud Pricing.

Our requirements:
- Flat $6 fee per order (not per line)
- Fee should fire when Ship-To ≠ Bill-To (we are NOT using a Drop Ship order type — this flag must be derived at runtime)
- Should appear as a Freight/Fee charge on the invoice
- Has a fall-off variant where fee waives if order total exceeds a threshold (e.g., $250)

- Shipping Charge List — requires shipping method, line level only
