How to define approvals for decreasing order job levels (Requisition Approvals)

For example: I have 4 users, User1 with job5 and job level 5, User2 with job4 and job level 4, User3 with job3 and job level 3, User2 with job2 and job level 2 it is in decreasing order and when someone requested at level 6 and create a requisition and submit for approval, so for this take an example like for less than 5000, it should go to User1 and in between 5000-10000 go to User2 and in between 3000 and 10000 it should go to first User1 and then User2.

I tried defining it like this but it is only assigning it to User1 and not beyond User1 for any requisition amount.
