Resignation approval

Summary:

We have requirements that customer need to make Termination & Resignation Approval to be as following :

1st stage: Line manager

2nd stage: More than 1 representative that have more than 1 Area of responsibility " need 1 representative to approve from each AOR"

3rd stage: payroll manager as representative also but after all AOR Representatives approve from stage 2

we've tried to make it serial then 2 or 3 parallel stages then serial again but doesn't work correctly .

we've also tried voting way but also doesn't work correctly .
