How to decouple the 'Available as accounting source' flag from the 'Assign to all project types'

We require a Project Class Category to serve as an SLA accounting source without making it mandatory across all project types. Currently, enabling the 'Available as accounting source' option automatically enforces the 'Assign to all project types' restriction, which violates our business requirement for an optional classification
