Can you view deliverables without the ability to edit a contract?

Summary:

From Contract Management, is there a way to allow a user to view contract deliverables from Manage Deliverables without the ability to edit the contract?

We have a requirement from a government client to be able to view deliverables from a contract but not allow them to edit the contract. I tried adding the user as a party to the contract, but they cannot view the deliverables from Manage Deliverables.

Is this possible by a role?
