Recommendations Not Visible After Removing Recommendation Profile Privilege

We are testing security for the Local Learning Specialist role and have a question regarding recommendation-related privileges.

Initially, the role had access to both Recommendations and Recommendation Profiles. Using Recommendation Profiles, we created several recommendations for learners, and those recommendations were visible under the Recommendations tab.

We then removed the Recommendation Profiles privilege while keeping the Recommendations privilege in scope.

After removing the Recommendation Profiles privilege, users are no longer able to see any recommendations in the Recommendations tab, including recommendations that were previously created.

Could you please confirm whether this is expected behavior?

Specifically:

• Is the Recommendation Profiles privilege required to view recommendations, in addition to creating them?
