Custom Learning Role with Offering Access only (No Course Create/Update Privileges)

I am looking for guidance on configuring a custom security role in Oracle Learning.

Requirement:

1. Users with this role should be able to create and manage learning offerings
2. They should not have access to create, edit, or update Learning courses
3. They should only be able to associate existing courses when creating offerings.

I reviewed the available learning privileges, but it appears that access to offerings is closely tied to course management privileges. I would like to understand whether there is a supported way to separate these permissions.

Any recommendations or best practices would be greatly appreciated.
