HSDL not allowing auto-generation of Person Number for Worker object

We have configured Person Number Generation Method as "Automatic" in Manage Enterprise HCM Information. When loading a new contingent worker via HSDL, if we leave the Person Number field blank, HSDL throws the error: "The complete user key for the Worker object wasn't supplied. You need to supply values for all user key columns: Person Number."

However, the Workerspec description for Worker.PersonNumber states: "If you have configured person numbers to be automatically generated, leave blank." This contradicts the HSDL runtime behavior.
