USOPTE:We have a NGTAX FF that is not compiled in production after an OWC, do we need to compile it?

we had an OWC two weeks ago to fix an NGTAX error we were receiving in production after we turned on USOPTE. (4-0002832167 (the SR in production)). We were able to run the May 29th payroll to success but noticed that the NGTAX FF in the screenshot attached is not compiled. We believe this is what was updated during our OWC and does this need to be compiled or undone? We are kicking off our June 12th payroll Monday morning.
