Manage Scoring menu not available in Two-stage RFP when scoring is Open

Scoring has been opened for the assigned team members. However, the negotiation owner is unable to see the Manage Scoring option to monitor the scoring progress and identify which evaluators have not yet completed their assessments.

Current state:
- Team scoring is enabled
- The negotiation has already been closed and moved to the evaluation stage
- The negotiation owner cannot see the Actions > Manage > Manage Scoring option to review scoring status
- The affected user has already been granted a role that includes the Manage Supplier Negotiation Scoring privilege

Could anyone help us identify what might be missing that is preventing the Manage Scoring menu from being displayed?
