How to load FIFO/Layer/Actual Costing history from Legacy (EBS) to Oracle Fusion Cloud

Business wants to migrate inventory on-hand balances from a legacy system (Oracle EBS) to Oracle Fusion Cloud, where the inventory organization is configured with the FIFO/Layer costing method.

The key requirement is to preserve the historical receipt layers (receipt date and unit cost) from the legacy system so that Oracle Fusion can correctly calculate FIFO costs after conversion and maintain depletion of the layer as per FIFO process.

Sample legacy inventory data is shown below:

After the migration, if an issue transaction is performed in fusion for Item#1 with a quantity of 5, Oracle should consume inventory from the oldest FIFO layer and therefore apply a unit cost of $100.
