Transaction failed with status JBO-29000: Cannot find human task for Object

In Transaction console error is shown as ⇒ Error in BPM rule for SupervisoryRulesListSet rule set

Hiring manager did not receive any notification to Approve or Reject. What could be the reason? Notification in this case should go to the Hiring manager on requisition or the one on job offer?
