Redwood Contact Info Page - Some Users Cannot Edit Address

Since switching the Contact Info page to Redwood, some users can't change their own address without getting a forbidden error. After thorough testing and a few minor DSP changes to the security role, it appears the Approve Transactions functional security policy is also needed for the error to be resolved. Is there something else that could be added instead? Appreciate any thoughts as we have tried a number of things.
