Actions menu grayed out when working to clean up our certifications

in Fusion Applications Administration

We are working to clean up our certifications (Talent > Item Catalog > Certifications). While determining which certifications we no longer need the Actions menu is grayed out and does not let us remove/delete any listed certifications from the catalog. Is there any setup needed, or role/privileges to enable this?
