We want to know why these 2 similar cases get different cost status?

Case 1

Before the yellow line has quantity 1263 that not enough to do intransit shipment 1264. Thats why costing status of the yellow line is partially costed. Why partially costed happen on the yellow line not the second line?

Case 2

Before the yellow row has quantity 10 that not enough to do intransit shipment 20. Why costing status of the yellow line and after is fully costed? Because in case 1 the status is not fully costed.
