BPM Workflow Disable Delegate Element for all users using OGL

Summary:

We would like to disable the Delegate option in the Actions Menu. This option is in the menu item in a pop-up window. The example below is for an expense approval but it is the same for any BPM approval task (purchase requisitions, absences, project approvals etc.). We would like to keep vacation rules therefore deactivating the delegate option via BMP will deactivate vacation rules which is not what we intend. How do we use the disable delegate element using OGL?.
