Enable download of Kafka topic payload in OIC to support cross-environment migration

Oracle Integration Cloud (OIC) currently supports uploading a payload for a Kafka topic but does not provide the ability to download it. This omission creates a significant friction point during environment migrations, as teams must manually locate the correct payload from external documentation rather than retrieving it directly from the platform.

Current limitation: The OIC interface only allows users to upload a Kafka topic payload. There is no corresponding download option to retrieve a previously uploaded or active payload.
