how to incorporate fuel cost into Perpetual Average Cost of inventory items

We are following Average cost for one LE. Many of our suppliers are charging us Fuel surcharges and insurances etc. Currently we process them in invoices and code it to a specific account. However, we would like to see them as part of average cost of inventoriable items. How can we achieve this.
