Validation to ensure one-time address and supplier site address are in same country

Hi all,

Is there a way in Self Service Procurement to ensure that when a requisition is raised using a one-time address that the country of that address matches with the country of the Supplier site? Perhaps in VBS or some other functional rule set up?
