Issue Description:

A user organization receives a weekly file from their Canadian healthcare carrier (Manulife) that handles premium adjustments for late enrollees. When a late enrollee owes back-premiums, the file delivers the weekly charge along with the total missed premium amount, which is set as a goal balance in Oracle Fusion Payroll. Once the goal balance has been fully collected, the deductions stop as expected — this portion of the process works correctly.

The issue arises in the reverse scenario. When the carrier determines that a refund is owed back to the employee, the inbound file contains a negative dollar amount along with a corresponding negative goal balance. Once loaded into the payroll system, the refund credit continues to be applied indefinitely and never stops — even after the full refund amount has been delivered to the employee.
