“No Active Offering” Error When Assigning Self-Paced Course (Offering Works Fine)

Description:
I encountered an issue while assigning a self-paced course in Oracle Fusion Learning.
- The course has one active self-paced offering
- The offering is:
- Active
- Within valid dates
- Properly published
- Learners can:
- See the course
- Launch and complete the course without any issues
However, when assigning the course (not the offering), the system shows:
“No Active Offering”
What I tested:
- Assigned the offering directly → ✅ Works (status shows “Not Started”)
- Verified catalog access → Learners can see and access the course
- Checked dates and status → All valid
- Confirmed there is only one offering (no duplicates or inactive ones)
Observation:
Despite the offering being fully functional and accessible, the system cannot
