Course Showing "Request Approval" Despite Enrollment Approval Set to None at Offering& Course Level

Hi Community,

We are on Oracle Fusion HCM Learning, Release 26B (Redwood UI) and facing an issue where a course is displaying "You need to get approval before you can start the course" and showing a "Request Approval" button to the learner — even though approval is set to None at both the Course and Offering level.

What we have verified:

  • Catalog default: Self-enrollment and Manager enrollment both set to Active (no approval)
  • Offering level → Enrollment Approval = None, Learning Assignment Approval = None
  • Course level enrollment settings also have no approval configured

Despite all of the above, the learner screen still shows "Request Approval" and the course status is
