Why can't Line Manager access the Document Records in Change Salary Transaction?

Line manager can access Document Records in My Team > Document Records but can't access Document Records in My Team > Change Salary > Document Records

Why is the Line Manager unable to access the Document Records under the Change Salary transaction, even though she/he has access to Document Records outside of the Change Salary?

Please note the I've already checked the VBCS and Structure but there are no limitations there.
