3rd Approval skip for Job requisition

Summary:

In Jan user created Job requisition where 3 level of approval was there (HRG, Manager and SBU) but without SBU approval job requisition was approved. I have tested with the same requisition information in Test instance where it is working fine. What could be the reason in Jan 3rd approval was missing from job requisition.
