Requisition preferences aren't transferring to requisition

Summary:

We have a user who has submitted multiple requisitions using the same PPM information. She has it saved in her preferences, however just recently the Expenditure Organization shows up blank on the requisition and she has to go an manually type it in. She has cleared cache and restarted her computer.
