After Identity upgrade we do not have access to Oracle Aps

Summary: We completed the Identty Upgrade steps in DEV and can use the MFA, but when we clear the sign-on we get a page that says "You do not have access to any apps."

We can log in to DEV directly with the URL and have full access.
