Skills Spider Chart Display levels

Summary:

When we see Skills Spider Chart system displays the measurements from 0 to 4.5 (Refer below screenshot), initially we thought it is because of rating model configuration but if that is the case then our highest rating level is 4 but it is showing beyond that hence we need to understand what is the exact meaning of this and also to understand any specific logical reason to display like that. It would be really appreciated if someone can please explain this behavior?
