Hello, we have a requirement for users to view requisitions by location (ship-to/bill-to) within a business unit.

We have several business units and each has an inventory org with multiple locations which are considered as part of a fleet of ships where users are assigned to work on purchase requisitions, orders and receive against these.

However, if one user is transferred from location A to B, his successor should be able to view (and in some cases also modify) the purchase documents his predecessor worked on. At this moment, security in Procurement is by business unit. The security context also has inventory org but we have a 1:N relation between inventory orgs and locations so we really need security by location.
