Pricing promotions are not having matrix rules

Summary:

We have a requirement to override the line price to 0 based on certain eff conditions.

Example - If EFF is Exchange then override the price to 0. But it shouldn't apply any discounts or promotions on top of it

Now if I create and attribute based price list or discount list - Promos are getting applied on top of my price 0 and making the final price to go negative which I do not want because pricing flow goes by Price List, Discount List, Pricing Promotions

If pricing promotions had matrix based rule - The problem would have been solved since the final promo makes my value to 0
