Is possible to hide or restrict the download button when previewing a document in the "DOR"?

Hello Community,
We would like to know whether it is possible to hide or restrict the download button when previewing a document in the Document Records functionality.
Our objective is to prevent users from downloading documents while still allowing them to preview the content.
Has anyone implemented a similar requirement, either through security privileges, Visual Builder Studio, or Redwood page customization?
I am using version 26A (11.13.26.01.0)
