Scheduled process - Complete the Recruiting Process criteria and personal email values

I have read everything I can find on the "Complete the Recruiting Process". But I would like to know a couple of things.

How does the system know that the employee record is ready for this process? What is the criteria that needs to be met.

We hire our CWKs through a HDL process, they don't come through recruiting. We also don't require personal email addresses for CWK employees.

I have found that when a Work email is assigned, eg fred,flintstone@wtwco.com when this scheduled process runs, if there is no personal email address then it populates the personal email address with the company work email address value. I have seen no mention that this will happen.
