Summary: Customer wants to know Employee Self Service controls around Creating Communities
We are using a single Fusion POD for 300 Legal Entities/Business Units and the administration team wants to know how Communities will be secured to a specific audience, i.e. User Groups if created by a learner/employee.

Learning allows users to create Communities. Customer has requested these be controlled by rules:
- Approval in place for employee self service and we've put that in to go to the Learning Specialist - AOR Representative Group
- Communities should be created within Legal Entity/Business Unit group
