What logic is used for Job Lookup in Recruiting Job Offer?

Summary:

We have observed that in the job offer screen the lookup for jobs likely factors the job offer creation date instead of the job offer effective date when filtering for LOV values. We suspect this as we recently had a requisition that was unable to select a job value that had been created after the job offer was initially created. We reran the sequence of indexing jobs and still no change. We were able to select the value when creating new offers on any other requisition, but not for the existing draft offers.
