Complete learning assignments as a admin through APIs

Hi Folks,
we are trying to change the learning record status to completed through API using Admin login. But it always says you don't have required privilege to change the status. However, I am able to do it as Manager. Below is the request body:

if use any reason codes other than manager completion reason codes, it again gives a error saying no value found in ReasonCodeLov.
