Allow Withdrawn Candidate to Reapply Unexpected Configuration Change Following 26B Update

Following the implementation of 26B, we identified an unexpected configuration change within Oracle Recruiting.

The configuration setting "Allow withdrawn candidate to reapply" was previously configured as No. After the 26B update was applied, the setting had changed to Yes without any action from our team.

We have confirmed this occurred in both our production and lower environments. We also have a configuration snapshot taken prior to the 26B update that confirms the setting was configured as No before the release.

We only discovered the change because a withdrawn candidate was able to submit a second application for the same requisition, which prompted our investigation.
